In an interview, Ahsoka showrunner Dave Filoni discussed the challenges of bringing Grand Admiral Thrawn‘s blue skin into live-action. According to Filoni, blue is a tricky color to bring to the screen, and there are many blue characters in the Star Wars universe, such as Cad Bane from The Book of Boba Fett. The challenge was to find a hue that was deeper and more complex while avoiding looking too animated.
