The D.O.D.C or the Department of Damage Control was first teased in the 2008 Iron Man movie. There, Agent Coulson told Tony Stark that there was a task force dedicated to cleaning up after his battle with the Iron Monger. Since then, the task force has been quietly referenced in multiple projects.

Their first full-fledged appearance was in Spider-Man: Homecoming. But when we saw them again in Spider-Man: No Way Home, it seemed like their objectives had shifted to hunting down super powered individuals. And it looks like it’s going to get worse. How? Let us break it down.

The Shift In D.O.D.C’s Objectives- Arresting Powered Individuals

When Peter Parker ended up in the storage vault of D.O.D.C in Homecoming, we got to see some really interesting tech that they had cleaned up. There were Dark Elven remains, Chitauri remnants, and an intact Ultron head. All these tech is powerful and in the wrong hands it can cause havoc. But since Tony Stark was overseeing the division so everything was carefully monitored and in safe hands. However, that’s not the case after his death.

When we see the organization again in MCU’s No Way Home, their objectives have clearly changed. They arrest Peter and are seemingly going after enhanced people. We get further evidence of this in Disney+ She-Hulk and Ms. Marvel shows. In the latter show, the D.O.D.C office was filled with MCU references. We can see pictures of characters like Sam Wilson, Echo, US Agent, Talos, Abomination, Wong, Jennifer Walters, Kate Bishop, Daredevil, and more in there.

So the Damage Control department focusing on going after powered individuals is an interesting change. This change could reflect the views of the person currently in charge of the organization. And we think that it’s Thadeus Ross. As per a scoop by Daniel RPK, Ross is supposed to be the President of the United States in the upcoming MCU Phase.

Ross is currently the Secretary of State and he believes that enhanced individuals are a threat. As such, it’s possible that he is assigning the D.O.D.C to go after and contain them using Stark tech. It’s ironical that the department is using the hi-tech Stark and alien equipment that it was once in charge of safekeeping.

Damage Control Will Go After Mutants Next

We know that the Damage Control department will be next seen in Secret Invasion. But as per The Cosmic Circus, we will see them in Armor Wars too. After all, the movie will deal with the repercussions of Tony Stark’s tech getting used by malicious people. And the D.O.D.C’s current state seems to be just that.

We don’t know what will be the outcome of Armor Wars and Secret Invasion. But if Damage Control is left unchecked, they will soon enough go after the mutants. This has already been set up in Black Panther: Wakanda Forever with the US Government going after Vibranium. If they discover that Namor is a mutant, they will go after him (and his people) too.

Also, for now, the U.S Government doesn’t know that it were the Talokans who killed the researchers on the ship. As such, if they do come to know, then it could escalate to war. And the Damage Control department will surely be involved. Over time, if left unchecked under Ross, they could be a formidable threat for the X-Men and the Fantastic Four too.
